Assembly of ambulance aircraft in Hong Kong should

be permitted provided the impossibility of their being used for effective military purposes can be verified before

assembly and also guarantee given that they will not be converted for such purpose, Red Cross marking should be clearly and prominently painted on the aeroplanes before

they are permitted to leave Hong Kong.
